A Brief History of the CLPL Property Owners Association
In the 1930's, the initial plan to develop the land surrounding Crystal and Perch lakes into a Country Club dissolved. To our benefit, the beautiful Crystal Lake and Perch Lake area was developed as a private residential lake community!
The basic rules adopted by the twenty-eight founding members of the POA promoting "a beautiful, friendly, and peaceful community" are still relevant today. The 5 Association Agreements at its inception include:
- The use of any internal combustion engine on Crystal Lake or Perch Lake is prohibited. Low speed electric motors may be used. (This caveat was added in 1947.)
- The use of minibikes, trail bikes, three wheelers, snowmobiles, and other similar vehicles on Association roads is an exclusive right of property owners, and shall be done with discretion, consideration, and care of private property.
- Hunting on Association property is prohibited.
- Boats shall have the owner's lot number in letters not less than 3 inches high on two sides. Fish shanties shall have the owner's lot number in waterproof letters not less than 3 inches high on two sides. Shanties should be removed before the ice becomes unsafe.
- The water is owned by the State of Michigan, so fishing licenses are required by all people fishing on the lakes.
Today, our POA numbers 153 members. And many of our current POA “rules” that guide our lake norms and agreements mirror those above. The purpose of the Association is to provide stewardship for our lake community and to execute our Association's By-laws. Envisioned is a vibrant, private community dedicated to protect, maintain, and enhance the environments of Crystal and Perch Lakes. This includes the preservation of our lakes, the maintenance of our roads and the enrichment of our community. The Board is dedicated to these focal areas, all the while supporting lake community spirit.
